About CEPS
Based in the heart of the Waikato, the CEPS team provides compassionate, evidence-based psychological care, assessment, and therapeutic services for children aged 6 to 16 years, to support them to thrive in their learning and development. We work closely with children, whānau, teachers, the wider school team, and community providers to understand each child's unique strengths and challenges. This helps us identify learning differences, support wellbeing, and offer practical recommendations for home, school, and community settings, so every child may reach their unique potential.
The CEPS service is led by Emma Harper, a registered educational and developmental psychologist, who also brings her 20 years of prior experience as a registered nurse. Her unique background, coupled with her lived experience of ADHD and being a mum of three children, brings a deep understanding of the sphere of health and education to her psychological practice, so that she can lead the CEPS team to holistically support your child to thrive.
Here at CEPS, our psychological practice is grounded in local knowledge, and we are committed to providing an inclusive, culturally-affirming practice. Supporting Children at Every Stage
At CEPS, we understand that every child is unique. Our team of registered psychologists align their services with recognised developmental stages and evidence-based practice, consistent with international psychological research to provide comprehensive assessments, tailored therapy and practical support.
We know that:
Tamariki: Children (8–11 years):
At this age, children are developing key social, emotional, and cognitive skills. Our psychologists offer compassionate assessments, alongside creative& playful therapy to promote and grow emotional regulation and problem-solving abilities.
Rangatahi: Young Persons (12–15 years):
Early adolescence is a time of rapid change and identity development. Our programs for this age group are designed to offer full assessments and build confidence, emotional resilience, and healthy thinking patterns while supporting teens through middle and high school, friendship, and family transitions.
Young People (16–25 years):
Late adolescence and early adulthood is about increasing independence, understanding self, setting goals and navigating complex life decisions. We provide full assessments, psychological support, practical strategies to help young people manage stress, build self-efficacy, and prepare for adulthood.

Our Affirming Approach
We are committed to providing a safe, inclusive, and affirming space for all tamariki and their whānau. We recognize the importance of identity, self-expression, and belonging in a child’s development. Our approach is grounded in manaakitanga (care and support) and whanaungatanga (connections and relationships), ensuring that every child feels valued and accepted for who they are.
Neuro-Affirming
We celebrate neurodiversity, focusing on strengths and individual learning styles. We work with children with ADHD, autism, dyslexia, and other learning differences, ensuring they receive the support and advocacy they need.
Gender & Rainbow-Affirming
We provide a safe and inclusive environment for gender-diverse and LGBTQIA+ children and youth, ensuring that all identities are recognized and respected.
Culturally Responsive
We honour Mātauranga Māori and work closely with whānau, kaiako, and community organisations to embed cultural values into our practice.
We believe in collaboration and connection and we are committed to ethical practice, transparency, and community well-being, to ensure that the work we do benefits tamariki, rangatahi, whānau, educators, and our wider community. As such we prioritise working alongside trusted local organisations that support neurodiverse and rainbow youth.

CEPS has been founded to make a positive impact in the lives of children and whānau in the provincial Waikato region. We are working towards becoming a B Corp organisation which is widely considered to be the “gold standard” of environmental and social certification and is the “holistic view” of what it meant to do good business.
